Declaration for export of anti-epidemic materials
With the rapid growth of the export volume of epidemic prevention materials, the state has introduced a series of policies to strengthen supervision:

△ Announcement of the Ministry of Commerce, the General Administration of Customs and the National Medical Products Administration No. 5, 2020, hereinafter referred to as "Announcement No. 5")

△ Implementation of Export Commodity Inspection on Medical Goods (Announcement of the General Administration of Customs [2020] No.53, hereinafter referred to as "Announcement No.53")

△ Announcement on Further Strengthening the Quality Supervision over the Export of Anti-Epidemic Materials (Announcement No.12, 2020 of the Ministry of Commerce, the General Administration of Customs and the State Administration for Market Regulation, hereinafter referred to as "Announcement No.12")

When an enterprise declares that the export goods belong to epidemic prevention materials, it shall, according to the different circumstances of the declaration, provide relevant attached documents as required.

A situation

For Novel Coronavirus detection reagents, medical masks, medical protective clothing, respirators and infrared thermometers that meet China's quality standards, please submit the "Registration Certificate of Medical Device Products" (which can be checked through the website of the "State Food and Drug Administration" at www.nmpa.gov.cn) and the "Declaration of Medical Supplies for Export" (either written or electronic statement) according to the requirements of "Announement No. 5".
The medical device product registration certificate shall be the original or the scanned copy of the original.

Case 2

Not given drug regulatory approval in China for medical equipment product registration certificate, but for foreign standards certification or registration will be coronavirus detection reagent, surgical masks, medical protective clothing, breathing machine, infrared thermometer, in accordance with requirements of the "12 announcement", submit "declaration by export medical supplies", commitment to product conform to the requirements of the importing countries (regions) quality standards and safety.

Scenario 4

When exporting non-medical masks, enterprises should submit the "Joint Statement of Exporting and Importing Parties" as the attached documents according to the requirements of Announcement No. 12, to confirm that the products meet the quality standards of China or foreign countries, and that the importer accepts the quality standards of the products purchased and is not for medical purposes.

Special instructions

The declaration in the above four cases is issued by the "domestic consignor" on the customs declaration form;
If the "production and sales entity" on the customs declaration form entrust the domestic consignor to export, the production and sales entity shall issue a statement of commitment on quality and safety and provide a power of attorney.
The customs will not accept the declaration issued by the declaration unit.

If the aforesaid epidemic prevention materials are exported in the form of foreign aid materials, the enterprises implementing foreign aid projects under the charge of the Ministry of Commerce shall submit the Foreign Aid Project Task Notice issued by the Ministry of Commerce, the Leading Group of the Inter-ministerial Working Mechanism of Emergency Aid or the project management agency when applying for export.

If the aforesaid epidemic prevention materials are exported in the form of donated materials, the enterprises shall submit relevant certificates of donation when declaring for export.

For epidemic prevention materials imported and re-exported, the enterprises shall submit the import medical registration certificate issued by the drug administration department and the enterprise quality standard commitment statement when applying.
